How do you know if these software developers have even asked Fuji for support on it? Could it be that the process for properly decoding and processing the X-Trans files is so complicated that the software developers might be required to rewrite so much code that it is not economically feasible because there isn't enough Fuji shooters to make up for the rewrite?

Maybe DXO refuses to support it because of other reason like the one above, rather than fuji not helping them with it?

There really isn't any way to say Fuji is or isn't responsible as there are many reasons why the camera may not be supported. I suspect it's because the change is so drastic that the companies can't justify the costs to support it due to so little amount of fuji shooters out there.

There just isn't any reason why Fuji would keep the information needed for decoding from the software developers. Fuji isn't making any money of software. They very well could license the information in a way that allows use for decoding, but would protect it from being used on sensors from other MFG's.
