Puzzled with strange exposure compensation 7D-580EX II

I am puzzled with my 580EX II speedlight on my 7D and the use of exposure compensation. Normally I st the camera in M-mode (manual) and let the Speedlight determine the right amount of light while I have control over the Av and Tv. When I want the picture to be lighter I will dial let say +2 on the flash compensation mode (2th button from the right). This will have effect when I flash directly on the subject, BUT it doesn't have effect when I flash indirectly (bounce). Then it seems the Speedlight is correcting it again, even when I dial +3... I tried to change flash exposure compensation on the Speedlight as well (even +3) but that didn't worked with indirect either... Very strange. Does somebody have similar problems, or maybe the solution?
