Hi everyone,

Thanks for all the input on this!

Today I took the lens to a local camera shop that also sells used lenses. They confirmed that this lens appears to have previously had a fungus infection and had also been cleaned internally in the past to remove the fungus. The marks on the perimeter are likely to be permanent damage to the glass left by the fungus, and there are smear marks and some scratches underneath the front element left from the cleaning operation.

I've contacted the seller to either return the lens or arrange a discount. Hopefully this can be resolved
