There is no best paper. Media choice is very personal and can be very image specific – what works for one image may not work well for another.

Many of the Canon branded papers are very good, and some of them are actually less expensive than the same papers put out under their original names by the big paper manufacturers like Hahnemühle, Mitsubishi, and Canson-Infinity.

The only way to find out what works for you is to try them out. I would suggest sample packs from Hahnemühle, Canson, and Museo for fine art papers, and for photo papers from Ilford and Red River. There are lots of other excellent paper manufacturers, but it is easy to get bogged down with an excess of samples – Harman, Moab, Innova, Pictorico (Mitsubishi’s retail brand), and Inkpress (specialty media like back lit film, etc).

Personal favorites include:
Harman Gloss Baryta 320 g/m² (distributed by Hahnemühle in the US)
Canson Baryta Photographique 310 g/m² (a lustre finish)
Canson Rag Photographique 310 g/m² (smooth matte cotton fine art)
Hahnemühle German Etching 310 g/m² (light to mid textured fine art paper)
Canson Arches Aquarelle 310 g/m² (heavily textured cotton watercolor paper).

If you find yourself more into traditional mid weight RC (resin coated) photo papers, then Red River has a good selection at very reasonable prices.
