battery problem on 7D and 40D

Battery indicators were low so plugged in the battery chargers. For the 7D, the charger light went from flashng red to finally constant green after several hours but never went into the % lights. Same with the 40D except went from flashing red to constant red. Different batteries, different chargers. When put back in the cameras, the batteries showed full power. Something about the chargers?
