No. But even with a filter you have to be very, very, very careful. I know this because I'm pretty sure I damaged my eyesight looking at a partial eclipse through a similar filter ten years ago.
Not enough to blind myself, but enough that ever since I have struggled with low light vision in that eye.
You can never be too cautious.
