No, you cannot, as the 650D does not use the EF-M mount. That mount is currently only used by the EOS-M.
Though, I personally do hope Canon eventually produces an EF-S 18-55mm IS STM and offers that as a kit lens for future entry-level models.
i was also thinking about Canon EF 40mm f/2.8 STM Lens for portraits? is it worth paying extra for stm? for a lens this size, or am i better of getting a 50mm f.1.8 for half the price..
For portraiture, 50mm is the better focal length, and the lack of STM is not a disadvantage for this particular purpose. The true "cost" of the 50mm is lower build quality and greater copy variance.
