I don't agree with upping the levels to produce a simulated higher ISO this is not taking into account how the camera produces the noise. I have seen that ISO 3200 and ISO 4000 will have more of a difference then your simulated test

This is an iso 3200 raw file.  It was underexposed by about 1/3 a stop...so I pushed it, rendering it about 4000 iso.  You may see more of a difference....but that simply means different levels of NR have been applied. If that offends you, just think of it as 3200 iso.  In that case, this 3200 iso shot produces a pretty clean 16x24.  In other words, my point still stands.
