NEX-6: The two control dials, operate mostly as one?

"Sony hasn't really taken the opportunity to make the NEX-6 a 'proper' two dial camera. Looking at the table above, notice that in all modes except Manual the top dial simply takes over the function that was controlled by the rear dial in earlier models. And frustratingly, the rear dial just sits there unused."
Why would Sony do that?
And is there a chance this was only in the "preview" model as reviewed by DPReview and is actually "fixed" in the real models?
I've been missing some controls on my 5N, and especially a built-in viewfinder, but NEX-6 is too expensive to upgrade to if it also doesn't give some more controls, compared to 5N, and not just another FN button or something like that.
