how to score a great image that does not follow a challenge rule??

In the ongoing "mist" challenge, this is my favorite image.
It's a lovely composition, and if I decide to grade strictly on photographic ability, I'll give it a 5.0. But the challenge rules emphasize that there must be only ONE person as the subject, and here--obviously--there are 2 people . . . a clear violation.
What would you do? The challenge host obviously thought it was a critical element (the *only* rule he or she emphasized was that there be only ONE person as a subject), so this leads me to think I should give my usual 0.5 score that I reserve only for entries that are clear violations of one or more rules. But on the other hand, it is my favorite image and (aside from ignoring the rules) well-worth a 4.5 or 5.0 score. But on the other other hand, it's really not fair to the other entrants who had to eliminate their best shots that had 2+ people in them and followed the rules by only entering their best image that also followed the challenge rules. But on the other-other-other hand; maybe I'm making too much ado about nothing, and following the rules is not that important in the grand scheme of things. . . image quality should trump all other considerations.
I feel as though a 5.0 score would reward the submission of excellent images (which is a good thing) while also rewarding people who ignore challenge rules (which is a bad thing). I still have time to vote, so I will hold off until I hear the collective wisdom of my fellow DP'ers . . . I'm happy to vote with whichever side persuades me.
