7D Noise Reduction

My 7D creates a hell a lot of noise when it exceeds ISO 1600. What should i do to reduce them? I tried Lightroom 4 but it doesn't seems to be the most effective way. I just moved the slider a bit and the Image Sharpness reduce more quickly than the Noise the 7D produced
*sigh *facepalm. Adobe Photoshop doesn't seems to be a good idea too. I'm still new to photography, and i have no idea how to use it. Adobe Photoshop will be my last resort.
So i'm here to ask is there any nice program that can reduce the noise effectively? i shoot RAW + JPEG because sometimes the noise on the RAW is really horrible. Just sometimes. Oh by the way, is the Canon DPP any good?
