ID help please

This is a very large crop, and a lot of PP to bring it out this much. Shot from a long way off. Can anyone help with ID.  I am thinking Merlin, but not sure. Is too large to be a Kestrel.   There were a couple of Northern Harriers around, but don't think that what this one is.
