especially with the CVSRR vintage train passing on the tracks.

There are lots of tricks you can use to brighten up a shot like this. First, most pro's take that shot to the left of where you were standing and compose to cut out more of the foreground water and sky. A 3:2 ratio format also works better for this composition. A polarizer will help saturate the colors a bit but be careful not to loose the reflection! A little more saturation will help on days like that too. Bracket the exposre to see which one comes out best but with Live View, you can preview the different expousres on the LCD. Really, with LV, there is no excuse for not getting exposure spot on especially in a static scene such as this.
