Pentax K-x & Sigma EF-610 ST – a dependable combo?

A friend of mine is looking for an inexpensive DSLR and a flash with tilt&swivel support. The combination in the title (and an 18-55 kit lens) is probably the least expensive that fit her needs. Two questions:
- Does P-TTL using this camera and flash provide accurate exposures in most cases (i.e. without mirrors or black walls in the frame)?
- Is there a significant delay between pre-flash and exposure, resulting in "lazy eye"?
BTW, to those who wonder, the K-x jut is from an old stock and is priced about 30% lower than other DSLR's.
