TAv mode exposes exactly like any other auto exposure mode (Tv, Av, P, X, Sv). There's no reason it should overexpose if correct exposure is within the selected ISO range.

I just commented without reading all the posts, but what Zakaria says is true if you are targeting base iso. If your aperture and shutter speed are locked, the only thing that can change to alter exposure is iso, but if you are shooting at base iso it can't go any lower to avoid overexposure. As I said in my other post, yes you can change settings so you are shooting an average scene at iso1000 for example (to allow room for iso drop), but I will never shoot at iso 1000 if I don't have to.
Edit: what would be much more useful than TAV mode would be the ability to set a maximum/minimum aperture in Shutter mode. There are many times I would love to shoot in Shutter priority using auto iso but I don't want my aperture wide open as it is usually soft there. If I could tell it to stay between F4 and F16, auto iso could do the rest and I would never shoot in any other mode.
TAv mode doesn't excuse the photographer from paying attention. If you overexpose because you can't go below ISO 100, it's operator error. The camera warns you when it can't make exposure in any mode, TAv included.
