Well, in theory, you can drive traditional Desktop applications using your finger on a touchscreen, instead of a mouse, but as has been pointed out, it can be a frustrating experience.
The issue is that traditional desktop control points (buttons, checkboxes, etc.) can be rather fiddly to work with using the blunt instrument of the finger. That's why using a stylus is often preferred by some people (e.g. me) when using traditional desktop apps on a tablet.
