It's something you do in post.   Most photo editing programs (e.g. PS Elements) allow you to control saturation and luminance of various colors separately. There are a half-dozen other ways of taking care of a muddy-looking sky -- a common problem with night images, especially in cities.

But it's a good picture.  The punchy contrast and saturated colors work really well.
