Yes, they require rotating, just like a polarizer. In fact, that is what they are but made by sandwiching two polarizing elements, one stationary and the outer one that rotates, which is what changes the density, whereas rotating a single element polarizer just removes glare.

I've never used Cokin filters so don't know anything about them.
