Well the definition of poverty is generally earning a joint household income of less than 60% of the average.

That seems like a rather self-determining definition (ie, if everyone was suddenly twice as well off, there would still be the same number).

True, but that doesn't matter when all the politicians are looking for is a bumper sticker slogan to get more votes.
