flex tt5 with nikon sb700

i have sb700 attached with flex tt5 and triggered by plus3. my problem is even the sb700 in manual mode wont flash while i pressed "test" button on plus3.
i attached YONGNUO speedlights attached on the same flex tt5 and it flashed when i pressed "test" button...
my flex tt5 has been updated with the latest firmware already...
what am i doing it wrong here?
