That is the story and certainly it would be to some extent. That however, should not stand in the way of closing what is not needed. Some of the hardships created by closing bases can be minimized in the manner in which the bases are closed.

It has not hindered any Base closings. By much.

Here in California we've lost the Long Beach Shipyard, SanFrancisco Shipyard, Alameda Air Station(most of it) Norton Airbase, George Airbase, El Toro Marine Base, Greatly curtailed March Airbase, and I'm sure there are more I don't recall. Every one of those threw the local economies into a nose dive.
