At first glance your thinking may seem logical, though if you work enough with both mediums, you may find quite a different outcome.

And the first reason for this is where RAW files allow the developer to work with all of the sensors information vs what the camera will record and develop in JPG. Which applies along the  RAW vs JPG debate. However, in this case, more information means a better capacity for NR.

Having said that, I want to state on record that I'm about to say is by no means intended as an insult, however... much of what people feel about the RAW vs JPG debates are in direct proportion to user experience and understanding. Which isn't a bad thing given that we are all subject to learning if/when you think about it.
