Need help with Manual Lens

I got a Tokina 17mm 3.5 RMC II through auction from ebay. The lens arrived yesterday, and I took it out for testing today. Thought the lens itself is in immaculate condition, the pictures are a completely different story

I had the lens stopped down to f8, and still this happened. To check if it was an issue with the adapter, I took a Tokina 24mm 2.8 RMC II, stopped it down to f8, and took the same picture -

Both cases I was in the shade, so no chance of flaring ? Is this a lens issue or am I doing something wrong?
