I know this is off-topic, but you really can't do that with a good result. Framerate conversions will lead to stutter because each frame is shown a different number of times, or some frames are skipped.
But if you send a converted video to USA, it will probably not bother anyone. They are used to this kind of stutter when they see 24p movies played on a 60i TV.
