Looks better. The top one is sort of decent in the middle (windmill), and get blurry left and right, but that seems characteristic of the 18-135, i.e. ok in the center, but not so great at the edges. Still, it looks like the right edge is softer than the left.

The bottom image is harder. I would recommend anyway to shoot something that is relatively flat, i.e. the proverbial brick-wall. If we take the fence at front, it's sharper on the right than at the left. I seems to me your lens is indeed somewhat decentered. The way it looks is that this decentering causes a front focus on the right side.

So, overall, your camera 60D should do a better, especially at the edges, and it seems you don't have the greatest copy of a 18-135 either.  Perhaps there is also some slight front or back-focusing of the lens, because the mountains in your original post seem to be nowhere in focus really. It could be atmospheric conditions - quite possible, or perhaps the focus was off. You would have to test that with a live-view (10x) manual focus tests to see if it gets better.

And no, I don't think think there was condensation on the front lens when you shot the mountains. I have had this, and I know this will look like shooting through a milky screen, you get a dreamy loss of contrast situations.
