Does the model that you own have MRC?

On the filter it says: B+W 67.0 circular.pol E F.PRO. But Like I posted before you should check your rotatating front element (and the consequences) before buying a cipo filter.

when focusing, the lens does rotate. How does this affect how the filter works? In case it matters, I own the kit 18-55mm IS II.

The polarisation effect can be controlled by turning the filter itself, so if your front element rotates the polirasation effect is sort of out of (your) control. I think you need to read little more on this, still doable with manual but not conveniant since the focus ring on the 18-55 is already pretty small. Double check this if this works for you, just my 2cents ok, trying to help.
