I can't believe the host of complicated responses to this question.  To test the accuracy of ANY level measuring device, simply view the reading taken on a flat surface turn the the item around 180 degrees and view the result again.  If the error indication is the same , but in the opposite sense, the instrument is accurate.  If the offset is different, the instrument is not accurate.  It is as simple as that.

(Just a note, the "water in a hose" is a very common method of measuring levels, it has been used for years by builders all over the world.)
