Not so much an outright improvement, but it gives you more leeway. In JPEG, you have to rely on your and the camea's ability to pick the best settings beforehand. These days, that usually gives ok results, but in extreme cases like this one having options in postprocessing means you can improve on this. Here, i used only the noise reduction in Lightroom. But that's probably not the best denoiser out there. NoiseNinja was my preferred choice in the old Bibble days, there's a lot of other very good programs, and even the wavelet denoise plugin in Gimp does a pretty good job. So, shooting RAW, you get all those options to choose from and pick the best image.
