Yes, MediaPlayer Classic Home Cinema is the first recommended player by the developers of PicturesToExe.

I assume it (MPCHC) downsamples the video to match the screen resolution of the system. PTE doesn't upsample, but actually takes your original high resolution images, animations, etc., and outputs them at 4K. I created a single slide five second video last night to test and it plays fine on MPCHC at either 1600x1200 or 1024x768 on my Nokia multi-sync display...
