I have not used Premier before so can't compare the 2. At this moment FCPX does not support RX100's 50P files yet, so I do need to use another software to re-package it into m4v format first before importing into FCPX. If Premier supports the 50P/60P files then that's a big advantage, although re-packaging takes much less time than converting so it's not a big issue for me.

I did not learn FCPX and just started using it and I found it quite user friendly. I started with iMovie then move to FCPX which are quite similar, so that lower the learning curve I guess.
