Devastation in New York and New Jersey

Mayor Michael Bloomberg ordered the evacuations for low-lying areas, which include Battery Park City, Coney Island, Manhattan Beach, Far Rockaway and Midland Beach and South Beach in Staten Island.  Chris Christie also told people in beach communities to evacuate.  Many apparently did not evacuate.  Now they are whining about the lack of services (water and power, etc.) and help for recovery.  If only they had cooperated they would have been safe.  The city and state knew there would be a long recovery.  While I feel badly about the loss of their homes and belongings why didn’t they evacuate? What is it that I am missing?
