Problem with Tripod Ball Head

I have a Manfrotto 488 RC4 (Midi Ball Head with RC4 Rapid Connect System) and I'm finding it very difficult to move around and position the ball even when fully releasing the "ball lock" dial. What can I do to get it moving more easily. I was thinking of applying some WD-40 but most of the ball is submerged in the ball cavity and it's hard to get to. Any suggestions?
