I was wondering how a B&W photo could be guilty of obvious overprocessing but that makes sense. Composites are going too far in a landscape photography contest IMO. Do what you can to bring out the best of the scene you captured, even clone out some distracting elements, but adding in things that weren't there is giving an unfair advantage.
