I have one Epson that I use in the field (Battery operated Charm PM-225 I think?) and it clogs and it uses dye ink.  Need to fire it up once a week or waste maybe 6 ink cleaning cycles to get it flowing again and then it runs out of ink and costs $45 to get going again (Epson packages the paper with the ink cart.).  Epson ink, pigment or dye, seems to clog for whatever reasons much more than Canon.

If you want cheap, look at a Canon 9000 Mark II off Craigslist.  Some get it for $125 to $200 and then you have enough left over to get a decent flatbed scanner too.  Ink refills on it can be had for maybe less than a dollar if you DIY with something like OCP ink and a resetter tool.

If you want really cheap, go to the local 99 cent store and buy paper, but you need a means to profile it too.  Your flatbed and Profile Prism, Vuescan Pro (both $80) could do that task.  I got a pack of 25 sheets of 8x11.5 inch glossy for 99 cents.  Should have gotten more of it then too as it sold out fast.
