Two reasons.

Nikon are lazy and simply haven't adapted. They're sticking with traditionl

Nikon design layout puts buttons on the left of the screen (which is stupid) which wouldn't really work with a tilty screen.

The Sony alpha 77 and alpha 99 have  tilty flippy screens and are completely weather sealed.
