Question RE: OOF blobs - can't clean & reshoot.

My wife got this in Kyoto, Japan back in June, can't go back & re-shoot!

Dirt on lens, augmented by bright clouds.

Does anyone have a suggestion for repairing such spots?

Yeah, it needs some straightening but I can handle that

Everything I try just adds different artifacts
