Nikon D7000 exposure compensation changes expectantly

I find while using my Nikon D7000, the exposure compensation changes expectantly, even though I have taped over the wheel for making such changes.  I seldom want any exposure compensation as the D7000 does a great job of determining exposure.  My firmware version is A-1.02, B-1.02, L-1.002    I shoot a considerable number of candid exposures at ISO-6400 using priority mode with JPG set for Large and Fine.  Any suggestions would be appreciated.
