What kind of lights are you using? Most that I am aware of are pretty stable once they have warmed up - anywhere from a couple of minutes to maybe 15 minutes or so.

As the others suggested, is it possible your supply voltage is changing? Is there something else in your building that could be kicking in to pull down the current, such as air conditioning or electric heat? Is there some type of industry in your neighborhood that could be drawing a heavy current at times?

There are meters you can plug into a socket to monitor line voltage. If no one comes in with a better answer you might consider getting one.
