I'm not 100% sure if what you are experiencing is normal.  I'd go back to where you bought it and try another sample for comparison.

In my case, the zoom ring on my 17-55/2.8 IS isn't smooth (i.e., take the same amount of torque to move) throughout the focal range.  It dust take a bit more torque to move at certain lengths than others.  I get a bit of that with my 17-85 IS and 24-105/4L as well.
