You are assuming alot here why not ask how the photo has been made.
I can tell you also it was probably manual photographd too have to check that out.
When you know that (Many) birds are going to the same food spot you can do that manualy. It is very easy. With lots of skill you could know that. In my first year of bird photographing I made these kind of photo's a lot. just press the button and there will be some good and lots bad ones
What is panning. You focus on one point and birds come and go. And they need to slow down while arriving at the food spot. No fast flying needed
So 2 birds are flying on a windy day 3 meters before the reed there is a food point. What do you think what happend with the reed? That it is glued and stays still?
