here is an example of a photo I took. not really that special but on the other hand it kind of has life and charm because it was formed with silver halide and not pure digital.

No disrespect intended, but this pic looks flat and very void of charm. I'm sure that the original negative/print may look quite different, but with the conversion here the charm just did not come though.  I had to look hard as I assumed it was a pic of a fish that had passed and was floating. Your text suggested otherwise so I expanded and saw indeed it was not. Perhaps the B&W conversion to view here simply sucked much out.

so if the "charm " part is important how would the makers of digital cameras address THAT issue ?

That seems more up to the person behind the camera as I have seen very charming photos made from just about every make and model out there...both film and Digital.  I have also seen photos devoid of charm from every make and model also.

how would a reviewer even deal with this quality ?

It would seem to be a quality inherent in the photographer and not one of camera body. Since this site normally doesn't review photographers...I think they can safely leave out the section on "charm" with no loss.

what if a camera tests great but somehow is too sterile and lifeless ?

We want our cameras to arrive from the factory sterile. Dust is a bad thing.  If the camera somehow later comes to life....we can call an exorcist
