Enlarging PanF: St. Paul's Cathedral & Portjengrat CH

Last weekend I was able to develop some negatives in the darkroom at home. With Filter 5 they turned out better than expected and they have become candidates to enlarge up to 50x70cm.
However the negatives seem to have small droplets of dust on the surface.
The film used was in both cases Ilford PanF bulk film. To cut the bulk film I measured about 1.50m on the length of a slat and then rolled it up. (During both this process and while rolling the film into the spiral for the tank, the film was exposed to ambient air.) The films were developped with Rodinal at 1:50.
Before developing the paper I cleaned both negatives with the sensor-cleaner from arctic butterfly and the glass form the enlarger into which I put the negative was also cleaned.
Is this normal that there are so many specks on the negatives?
