Hi Jeff, here's the quick answers, let me know if you want me to elobarate on any!
RAW has no colour space, when you open them in LR4 you use the working space that you set in preferences, I don't use PS but I would assume that the workflow is the same.
2. I can set my "working space" in Photoshop. Currently it is set to sRGB, but I could select the ASUS PA248 profile of my monitor.
I wouldn't, personally I use ProPhoto and then set the right colour space (for use) at the end when I save the jpeg or raw
Personally I would set them to sRGB - don't use your monitor profile, it will only look right on your monitor I do not know Costco in the US as I am based in the UK - but most consumer printers expect jpegs to be in sRGB.
Checking it out Costco in the US advise something different, this is where their questions lead you to

Don't edit in your monitor colour space, just apply that to your monitor (let me know the OS version and I will tell you how if I can) - other than that though it's a sort of!
Once your monitor is running with the right profile your final image should look the way that you want it to be printed...
2. How do I handle any of this in Lightroom?
When you Export to jpeg you set the profile in the export dialogue (it's really easy when you realise that it is that simple).

First, the new quoting system is all messed up - any editing changed the quote colors.
OK, from your comments and that article, I think I get it. Yes, I know that RAW doesn't have a color space, but I have the default in Lightroom and CS set to use sRGB.
Next, I don't know how to set my system to use the Asus monitor profile by default - I'm running under Win8 (which does most things the same way as Win7, when you search a little). Actually, I'll correct that: right-clicking on the screen and selecting Screen Resolution and Advanced eventually took me to a place for color management and I see that it already shows the Asus profile is set. So that's resolved.
If I send the image in sRGB to the printer, and let them use their auto adjustment, I lose control, specifically of what happens when my sRGB image contains colors not in the gamut of the printer. Using the article, I found out how to do "soft proofing" so that I could see where colors would be out of gamut for the printer (and show up as blotches) and then adjust things so that the blotches went away. Finally, as recommended by the article, I converted the image profile to that of the printer and saved it.
I need to do a few variations on this process and send the results to Costco and then see how they turn out (with Auto or Manual adjustment at the printer).
