No, it's a Zeiss spottingscope (Some other brands also do well) mostly used for birding etc.
The Nikon 1 J2 with 11-27mm lens is placed with an adapter in front of the 20-60X eyepiece
of the scope. This makes a telelens with a maximum reach of 4300mm.
(Compared to 24x36mm photography) Offcourse a steady tripod is needed.
This 'trick' is called 'digiscoping'. If you use this word in a searchmachine you'll find out more.
