That's flawed from the beginning.  Electric cars don't use gas, unless you charge them from a gasoline powered generator.

The problem with the whole system argument is that you can nickle and dime yourself to death.  For just $100 more, you could have a faster CPU, more memory, SSD, better video, cool case.  Before you know it, you've doubled the price of the build.  Someone building a budget system absolutely has to pay attention to every $100.
