That's because it's an undeveloped RAW file. You need to adjust the image in ACR to make it appear like typical JPEGs developed by the camera.
What is happening here? I assume the true colors are the ones that are stronger.
Wrong assumption. The ones you see in ACR or with proofing off are the true colors.
