Why? to both.

The fireworks are moving and the shutter speed mostly determines how much of the (moving) burst you will capture. Why less instead of more?

"Up your ISO if you have to." Whatever would make you have to?

If the light level is too high, increasing the shutter speed will allow less light through.

(On the ISO comment, I had it backwards.)
