For stroboscopy we will get the same issue

I have got a Metz FZ58 with my EOS 5D2 with which I can do strobo without problem,.......once you have got correct settings!!!

No, flash generally has a duration of 1/1000s so shutter speed has little to do with flash exposure. If you set the speed faster than its max sync, you will see a black band in the bottom of your image. Unless you use HSS which is not available for off-camera flashes.
