Why are ND filters very important

Just attended a fireworks show, and managed to take a few photos and some video.

Found that at ISO160, with the lens set to f16, overexposure was barely avoided, whilst f13 overexposes. f16 is hardly optical heaven for M4/3. Therefore I'm going to get an ND or two before attempting fireworks again...
