7D after 2.0.3 - M Mode - scroll wheel no longer changes aperture

Longtime 7D owner, and prior to the 2.0.3 update, I used M mode primarily and could use the large scroll wheel on the back to adjust aperture. After updating to 2.0.3 it no longer does that. I've checked the C.fn settings and yes, on M Mode, the wheel is still set to change aperture, but it won't do it (on my EF-S 17-55 f/2.8). 2.0.3 is the only thing that's changed.

Anyone else have this problem? If I re-download the firmware will it allow me to re-install or will it sense that it's the same 2.0.3 and not allow that?
